The Central Klamath County Community Action Team (CCAT) serves the communities of Chiloquin, Modoc Point, Fort Klamath and the rural areas of the central county. It is an acknowledged Area Committee under the Klamath County Citizen Involvement Plan. As such, it is a fully public entity, open to all residents of its service area, sanctioned to advise the Planning Commission on land use matters. It also provides a public forum for discussion of other community issues, and can develop projects based on community decisions and seek funding for such projects.
 
The CCAT meets on the first Thursday of the months of March, April, May, June, September, October and November. Special meetings may be called at other times as needed. Meetings are held at the Chiloquin Community Center at 6:30 PM.
 
The CCAT was started under the auspices of the 1994 Farm Bill, to assist timber-impacted communities (of which Chiloquin was one) to transition to diversified economies. Initial support and coordination was provided by the United States Forest Service, and funding for projects was made available through the State Community Economic Revitalization Team (SCERT). These resources expired a number of years ago, but a core group of interested citizens continued the CCAT as an independent community group dedicated to building our sense of community and to the revitalization, enrichment and enhancement of community life in the central county. The CCAT was acknowledged as an Area Committee by the County Commissioners in 2008.
 
The CCAT has spearheaded or been instrumental in a number of community issues and projects including the acquisition of much needed Chiloquin Elementary School playground equipment, the Modoc Point Sewer Project, Spinks Park fencing, CALRFPD Station 3 funding, Cycle Oregon, cell tower location, police protection issues and others,
